About resource management in blender that work with SIO2

Is there a way to manage all the game assets and level designs in one blender file? And within the blender file all the objects can be grouped into asset libraries and level designs which can then be exported using SIO2 accordingly.

SIO2 uses scenes to manage resources. All of the objects that are on the first level will be exported.
