Is it possible to simulate water using SIO2? I'm looking into having water that would have to react to things put in it. I realize this might not be possible because of cpu constraints but any feedback/thoughts would be appreciated.

Well I've already done iWater a few months back that is a clone of the fluid simulation in koi pond, and there's also another one I've done using the vertex shader of 1.4 in iZenGarden.
It is totally possible to do it on iPhone/SIO2.

is iZenGarden in the app store? I wanted to know if the water simulation has physics. Say for example I had some boats in the water and they tipped over. Would the water react to that? That would be very cool if it did and I'll definately dive into iZenGarden if that's the case. thanks.

There's no physic applied on the water of iZenGarden cuz its not needed... but you can use the same code of the iZenGarden and use the block in tutorial15 to update in real time the collision object.
